IN-CONTEXT TRANSLATIONS

The note summarises the status of negotiations after the Bali meeting (COP 13/CMP 3) of December 2007, and presents the issues at stake for building the elements of a future climate agreement: on mitigation the specification of “measurable, reportable and verifiable nationally appropriate mitigation commitments or actions” for developed countries (most likely continuing the emission reduction targets under the Kyoto Protocol); . on adaption, the difficult issue is to define exactly which adaptation activities should be supported by the international system and how developing countries would be able to apply for support; on technology, a comprehensive framework for technology transfer has been decided and ways to assess the effectiveness of technology transfer are being developed; on finance, the challenge is to create a constant flow of financial resources, substantially larger than the currently available funds, and independent of government budgets.

While aspects of the climate package were on the agenda at last week’s summit meeting, and a requirement from that summit that any future revisions on amendments to aspects of EU ETS be available to be considered by future summits, at the subsequent trialogue on Saturday morning in Brussels I added, with the full support of all the shadow rapporteurs, a new recital to my report – subsequent to the summit – which was then accepted by COREPER on Saturday afternoon.
Hoewel sommige aspecten van het pakket maatregelen inzake klimaatverandering op de agenda van de top van vorige week stonden, en die top eiste dat eventuele toekomstige herzieningen met betrekking tot wijzigingen van de EU ETS ter behandeling voorgelegd worden aan toekomstige topbijeenkomsten, heb ik tijdens de daarop volgende trialoog op zaterdagochtend in Brussel – na de top –, met de volledige steun van alle schaduwrapporteurs, een nieuwe overweging toegevoegd aan mijn verslag, die op zaterdagmiddag is goedgekeurd door het Coreper.
