48. fordert die Mitgliedstaaten auf, einen nationalen Rechtsrahmen anzunehmen, um gegen jegliche Form der Diskriminierung vorzugehen und die wirksame Umsetzung des geltenden EU-Rechtsrahmens zu gewährleisten, einschließlich der Einleitung von Vertragsverletzungsverfahren; bedauert den Stillstand der Verhandlungen im Rat über den Vorschlag für eine Richtlinie zur Anwendung des Grundsatzes der Gleichbehandlung ungeachtet der Religion oder der Weltanschauung, einer Behinderung, des Alters oder der sexuellen Ausrichtung und fordert erneut den Rat auf, den Vorschlag anzunehmen; begrüßt die Bereitschaft des litauischen Ratsvorsitzes, den Vorschlag zu unterstützen, und ruft die anderen Mitgliedstaaten auf, diesem Beispiel zu folgen; begrüßt in diesem Zusammenhang die Stellungnahme 1/2013 der FRA zur Lage der Gleichstellung in der Europäischen Union 10 Jahre nach dem Beginn der Umsetzung der Richtlinien zur Gleichstellung („FRA Opinion on the situation of equality in the European Union 10 years on from initial implementation of the equality directives“); vertritt die Auffassung, dass Diskriminierung aufgrund der Sprache ebenfalls bekämpft werden muss;
48. verzoekt de lidstaten een nationaal wetgevingskader vast te stellen voor de bestrijding van alle vormen van discriminatie en om effectieve toepassing van het bestaande EU-rechtskader te waarborgen, onder meer door inbreukprocedures op te starten; betreurt de impasse in de onderhandelingen van de Raad over het voorstel voor een richtlijn betreffende de toepassing van het beginsel van gelijke behandeling van personen ongeacht godsdienst of overtuiging, handicap, leeftijd en seksuele geaardheid en verzoekt de Raad opnieuw het voorstel goed te keuren; is ingenomen met het standpunt van het Litouwse voorzitterschap van de Raad om het voorstel te steunen en verzoekt de andere lidstaten dit voorbeeld te volgen; is in dit verband ingenomen met FRA-advies 1/2013 over de stand van de gelijkheid in de Europese Unie 10 jaar na de eerste tenuitvoerlegging van de gelijkheidsrichtlijnen; is van mening dat taalkundige discriminatie ook moet worden aangepakt;
