Kommissionsbedienstete kamen mit Vertretern der Gemeinschaft der Europäischen Bahnen (als Vertreter der Eisenbahnunternehmen), der „European Passenger Transport Operators“, der Europäischen Transportarbeiter-Föderation, des Europäischen Fahrgastverbands, der „European Rail Infrastructure Managers“ und des UITP (Internationaler Verband für das öffentliche Verkehrswesen) zusammen.
In de loop van 2012 werden bepaalde specifieke actoren geïnterviewd. De diensten van de Commissie hebben overleg gepleegd met vertegenwoordigers van de Gemeenschap van Europese spoorwegen (CER), de European Passenger Transport Operators (EPTO), de European Transport Workers' Federation (ETF), de Europese Reizigersfederatie (EPF), de European Rail Infrastructure Managers (EIM) en de UITP (de Internationale Vereniging voor Openbaar Vervoer).

Dieses 2001 ins Leben gerufene Gremium stellt die erste funktionierende Technologieplattform dar. ERRAC: European Rail Research Advisory Council (Beratendes Gremium für europäische Eisenbahnforschung). ERTRAC: European Road Transport Research Advisory Council (Beratendes Gremium für europäische Straßenverkehrsforschung). WATERBORNE Technology Platform (Technologieplattform für den Schiffsverkehr).
