The note summarises the status of negotiations after the Bali meeting (COP 13/CMP 3) of December 2007, and presents the issues at stake for building the elements of a future climate agreement: on mitigation the specification of “measurable, reportable and verifiable nationally appropriate mitigation commitments or actions” for developed countries (most likely continuing the emission reduction targets under the Kyoto Protocol); . on adaption, the difficult issue is to define exactly which adaptation activities should be supported by the international system and how developing countries would be able to apply for support; on technology, a comprehensive framework for technology transfer has been decided and ways to assess the effectiveness of technology transfer are being developed; on finance, the challenge is to create a constant flow of financial resources, substantially larger than the currently available funds, and independent of government budgets.

This year the budget preparation has also focused on the funding of the food aid facility instrument for development countries.

11. begrüßt die auf dem G8-Gipfel in Gleneagles im Juli 2005 erzielte Einigung über einen umfassenden Finanz- und Wirtschaftsplan, um Fortschritte bei der Entwicklung in Afrika zu unterstützen, wo das Phänomen der extremen Armut sich konzentriert, und insbesondere den Beschluss, die Restschuld der hoch verschuldeten armen Länder (Heavily Indebted Poor Countries) gegenüber dem IWF, der Weltbank und dem Afrikanischen Entwicklungsfonds (African Development Fund) zu 100% zu erlassen, als Instrument zur Erfüllung der Millenniums-Entwicklungsziele; betont, dass diese Initiative auf jene Entwicklungsländer ausgedehnt werden sollte, die tatsächlich den Beweis erbracht haben, dass sie Anstrengungen zum Abbau der Korruption, zur Steigerung der Transparenz und zur Nutzung der durch den Schuldenerlass frei werdenden Ressourcen für Strategien zur Verminderung der Armut unternehmen;
11. is ingenomen met het op de G8-topconferentie van Gleneagles in juli 2005 bereikte akkoord over een volledig financieel en economisch totaalplan voor vooruitgang in Afrika, waar zich het merendeel van de extreme armoede concentreert en met name met het besluit om het schuldensaldo van de arme landen met een zware schuldenlast aan het IMF, de Wereldbank en het Afrikaanse ontwikkelingsfonds volledig kwijt te schelden als manier om de MOD’s voor ontwikkeling dichterbij te brengen, maar beklemtoont dat dit initiatief zich ook moet uitstrekken tot die ontwikkelingslanden die in de praktijk hebben laten zien dat ze werken aan de vermindering van corruptie en vergroting van de transparantie en dat ze de middelen die ten gevolge van de kwijtschelding van schulden vrijkomen, inzetten voor strategieën ten behoeve van armoedebestrijding;
