Il s'agit de promouvoir une culture de réconciliation propre à l'Union européenne, basée sur une reconnaissance des crimes et des victimes pour mettre fin aux clivages qui existent entre les nouveaux et les anciens États membres, qui ne sont pas toujours assez sensibilisés à l'histoire tragique des premiers.

In ihrem Legislativ- und Arbeitsprogramm 2009 hat die Kommission unter dem Punkt „Organised Crime Package: helping the victims“ angekündigt, dass sie dem Rat eine Gesetzesvorlage zur Aktualisierung des Rahmenbeschlusses 2002/629/JI zur Bekämpfung des Menschenhandels vorlegen wird .
De Commissie kondigde in haar wetgevings- en werkprogramma voor 2009 onder de titel “Pakket georganiseerde misdaad: hulp aan de slachtoffers” aan een wetsvoorstel te zullen indienen tot bijwerking van het kaderbesluit van de Raad 2002/629/JBZ inzake bestrijding van mensenhandel .
