1.1 The proposal for a regulation (hereafter ‘the proposal’) ‘on a mechanism for monitoring and reporting greenhouse gas emissions and for reporting other information at national and Union level relevant to climate change’ has been developed largely as a consequence of the Cancun Agreement and partly due to Decision No 406/2009/EC and Directive 2009/29/EC.
