In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council , and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council , as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council , in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.
Dans sa communication du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020", la Commission a proposé d'intégrer dans un cadre stratégique commun pour la recherche et l'innovation unique les domaines couverts par le septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (ci-après dénommé "septième programme-cadre") adopté par la décision no 1982/2006/CE du Parlement européen et du Conseil , et le volet "innovation" du programme-cadre pour l'innovation et la compétitivité (2007-2013) établi par la décision no 1639/2006/CE du Parlement européen et du Conseil , ainsi que l'Institut européen d'innovation et de technologie (EIT) créé par le règlement (CE) no 294/2008 du Parlement européen et du Conseil , en vue de contribuer à atteindre l'objectif, défini dans la stratégie Europe 2020, de faire passer à 3 % du PIB d'ici 2020 les dépenses en matière de recherche et de développement.

Is convinced that economic development and sustainable production are not mutually exclusive and are achievable through innovation; stresses the need to support innovation in technology and governance by providing regulatory coherence, clarity and room for entrepreneurship, and urges the Commission to ensure that innovation is explicitly taken into account in forthcoming reviews and reforms of relevant legislation; highlights the fact that European agriculture is able to produce high-quality and high-added-value products together with profitable, knowledge-based solutions in order to feed a growing and more demanding world population.

This morning, Mr Filippo-Maria Pandolfi, Vice-President of the Commission of the European Communities with special responsibility for research and technological development policy, opened the "Innovation in the Nineties" Conference which is to be held at the Palais des Congrès in Brussels today and tomorrow, 22 and 23 June.1 This conference has been arranged by the Commission under the strategic programme for innovation and technology transfer (SPRINT) and represents a major event in the context of Community policy in this area, bringing together more than 550 leading heads of businesses, politicians, heads of technology and innovation services bodies, researchers and academics.
Ce matin, Monsieur Filippo-Maria PANDOLFI, Vice-Président de la Commission des Communautés Européennes et responsable de la politique de la Recherche et du Développement Technologique a ouvert la conférence sur l'"Innovation dans les années 90" qui va se tenir au Palais des Congrès de Bruxelles pendant ces deux journées du 22 et 23 juin (1) Cette conférence organisée par la Commission, dans le cadre du programme SPRINT (Strategic Programme for Innovation and Technology Transfer), constitue un évènement majeur pour la politique communautaire en faveur de l'innovation et du transfert des technologies.
