As of June 2013, ten infringement cases were open against eight Member States (France on nitrate vulnerable zone designation (NVZ); France on action programme (AP); Luxembourg on AP; Greece on NVZ; Greece on AP; Poland on NVZ and AP; Slovakia on monitoring, NVZ and AP; Bulgaria on AP; Italy on AP and Latvia on AP).

Against this background, the Commission proposes to temporarily increase the maximum Union’s co-financing rate for programmes running in Member States that are subject to support of the EFSM (Council Regulation (EU) No 407/2010, currently Greece, Ireland and Portugal) and the “Balance of payment facility for non-Euro zone Member States (Council Regulation (EC) No 332/2002, currently Latvia and Romania).

By way of derogation from these limits, under Annex XIII, Chapter 5(A), to the Act of Accession of the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia this minimum natural alcoholic strength by volume may be derogated from in the case of table wines and quality wines psr from the Primorska wine area in zone C II in Slovenia in the three consecutive wine years 2004/05, 2005/06 and 2006/07, but may not be lower than that set for zone C I (a).

Welcomes the accession of Cyprus, Latvia and Malta to ERM II on 29 April 2005 and that of Slovakia on 25 November 2005; supports the introduction of the euro by all the Member States; considers that due attention should be paid to the accuracy and credibility of Member States' statistics in connection with compliance with the convergence criteria; calls on the other Member States to take measures without delay to likewise comply with the criteria set for accession to the euro zone;

Concerns expressed in the report concerning potential problems with the applicant countries following accession to the euro zone cannot be attributed to the small, flexible economies of, for example, Estonia, Lithuania and Latvia, which are also open economies and have since the beginning of the 1990s had experience of exchange rates fixed over the long term.
