Already in the Scientific Opinion of January 2015, EFSA concluded that olive trees showing symptoms of the bacterium, were generally affected by a multitude of pests and pathogens including Xylella fastidiosa¸ several fungi and Zeuzera pyrina (commonly known as the 'leopard moth'). However, although the specific role of Xylella fastidiosa in the quick "decline syndrome of olive" remains to be fully understood, Xylella fastidiosa has been found in young plants showing signs of the declining syndrome, where no other pathogens where found.

In order to ensure a smooth transition between the rules on organic origin of plant reproductive material provided for in Article 12(1)(i) of Regulation (EC) No 834/2007 and on animals for breeding purposes provided for in Article 14(1)(a)(ii) of that Regulation and on young stock of aquaculture animals provided for in Article 15(1)(a)(ii) of that Regulation and the exception to production rules that the Commission adopted pursuant to Article 22 of Regulation (EC) No 834/2007, and the new production rules for plants and plant products and livestock and seaweed and aquaculture animals provided for in Articles 10(1) and 11(1), respectively, of this Regulation, the Commission shall be empowered to adopt delegated acts in accordance with Article 36 providing for exceptions where granting exceptions is deemed necessary in order to ensure access to plant reproductive material and live animals for breeding purposes and young stock of aquaculture animals, that may be used in organic production.
Afin d'assurer une transition harmonieuse entre, d'une part, les règles relatives à l'origine biologique du matériel de reproduction des végétaux prévues à l'article 12, paragraphe 1, point i), du règlement (CE) n° 834/2007, les règles relatives aux animaux destinés à la reproduction prévues à l'article 14, paragraphe 1, point a) ii), de ce règlement et les règles relatives aux juvéniles des animaux d’aquaculture prévues à l’article 15, paragraphe 1, point a) ii) de ce règlement et les dérogations aux règles de production adoptées par la Commission en vertu de l'article 22 du règlement (CE) n° 834/2007, et, d'autre part, les nouvelles règles de production pour les végétaux et les produits végétaux, les animaux et les algues et les animaux d’aquaculture prévues respectivement à l'article 10, paragraphe 1, et à l'article 11, paragraphe 1, du présent règlement, le pouvoir d'adopter des actes délégués conformément à l'article 36 est conféré à la Commission en ce qui concerne l'octroi de dérogations lorsque celles-ci sont nécessaires pour garantir l'accès à du matériel de reproduction des végétaux et à des animaux vivants destinés à la reproduction et aux juvéniles d’animaux d’aquaculture qui puissent être utilisés dans la production biologique.

(2) In order to facilitate the application of such a policy in the wine sector, and pending implementation of the system of reserves of planting rights, provision should be made for the possibility of new planting rights awarded to young farmers to be eligible, on a temporary basis, for the restructuring aid scheme introduced by Regulation (EC) No 1493/1999(4).
(2) Afin de faciliter l'application d'une telle politique dans le secteur vitivinicole et en attendant la mise en oeuvre des réserves de droits de plantation, il y a lieu de prévoir la possibilité que les droits de plantation nouvelle octroyés aux jeunes agriculteurs puissent être éligibles temporairement au régime de soutien à la restructuration institué par le règlement (CE) n° 1493/1999(4).
