The European Union will work, on the basis of the agreements reached in Geneva and New York, to achieve the following goals: 1. the continuing existence of Bosnia-Herzegovina as a single State in its internationally recognized borders, consisting of two entities : the Federation of Bosnia-Herzegovina and the Republica Srpska; 2. Bosnia-Herzegovina must be a multiethnic state, a democracy founded on respect for the human person and the rule of law; 3. basic human rights and the rights of minorities as enshrined in international law have to be fully recognized and respected; 4. full respect for the rights of refugees and displaced persons, in particular the right of voluntary return; 5. a framework for early, free and fair elections in Bosnia- Herzegovina; 6. economies based on market principles and regional cooperation; 7. mutual recognition among all the states of the former Yugoslavia, within their internationally recognized borders; 8. the establishment of a process to define arms control, disarmament and confidence building measures.
L'Union européenne s'emploiera, sur la base des accords intervenus à Genève et à New York, à atteindre les objectifs suivants : 1. la Bosnie-Herzégovine doit subsister, dans ses frontières internationalement reconnues, en tant qu'Etat unique, composé de deux entités : la Fédération de Bosnie-Herzégovine et la Republika Srpska ; 2. la Bosnie-Herzégovine doit être un Etat multi-ethnique et une démocratie fondée sur le respect de la personne humaine et du principe de l'Etat de droit ; 3. les droits de l'homme fondamentaux et les droits des minorités inscrits dans le droit international doivent être pleinement reconnus et respectés ; 4. les droits des réfugiés et des personnes déplacées, notamment leur droit au retour volontaire, doivent être pleinement respectés ; 5. un cadre permettant d'organiser rapidement des élections libres et régulières en Bosnie-Herzégovine doit être instauré ; 6. l'économie doit être fondée sur les principes de l'économie de marché et la coopération régionale ; 7. tous les Etats de l'ex-Yougoslavie doivent se reconnaître mutuellement, à l'intérieur de leurs frontières internationalement reconnues ; 8. un processus doit être mis en place afin de définir des mesures concernant la maîtrise des armements et le désarmement, ainsi que des mesures de confiance.
