In the protocols annexed to the Constitutional Treaty dealing with the role of the national parliaments in the European Union and the application of the principles of subsidiarity and proportionality for the first time the national parliaments were given the possibility of securing a review of a legislative proposal in respect of its compliance with the subsidiarity principle if one-third of the national parliaments submit reasoned opinions calling for such a review (‘yellow card’ procedure).
Les protocoles annexés au traité constitutionnel concernant le rôle des parlements nationaux dans l'Union européenne et l'application des principes de subsidiarité et de proportionnalité accordent pour la première fois aux parlements nationaux la possibilité de réclamer le réexamen d'une proposition législative, afin de vérifier qu'elle respecte le principe de subsidiarité, lorsqu'un tiers des parlements présentent des avis motivés dans ce sens (procédure "de la carte jaune").
