Definition: A disorder in which the child, having previously made normal progress in language development, loses both receptive and expressive language skills but retains general intelligence; the onset of the disorder is accompanied by paroxysmal abnormalities on the EEG, and in the majority of cases also by epileptic seizures. Usually the onset is between the ages of three and seven years, with skills being lost over days or weeks. The temporal association between the onset of seizures and loss of language is variable, with one preceding the other (either way round) by a few months to two years. An inflammatory encephalitic process has been suggested as a possible cause of this disorder. About two-thirds of patients are left with a more or less severe receptive language deficit.

II. Diversifying the learning and teaching of the languages of the European Union - In view of the developments that have taken place and the progress that has been made over the last ten years in the teaching of languages in all the Member States of the Union, pupils should as a general rule have the opportunity of learning two languages of the Union other than their mother tongue(s) for a minimum of two consecutive years during compulsory schooling and if possible for a longer period; the aim of such teaching, going beyond introductory tuition, is the acquisition of clearly defined skills; it is for each Member State to specify those language skills and to determine the different levels of competence required and the appropriate forms of certifying achievement; - the provision of teaching for languages which are less widely used or less frequently taught should be increased and diversified as far as possible, at all levels of teaching and throughout all types of curricula; - in view of the difficulties in the way of such diversification, it will be necessary to use all the opportunities offered by open and distance teaching and the new technologies; schemes to develop and disseminate these teaching and learning tools should receive special attention at Community level.
II. La diversification de l'apprentissage et de l'enseignement des langues de l'Union européenne - compte tenu de l'évolution et des progrès réalisés au cours des dix dernières années en matière d'enseignement des langues dans l'ensemble des Etats membres de l'Union, les élèves devraient avoir, en règle générale, la possibilité d'apprendre deux langues de l'Union autre que la ou les langues maternelles durant une période minimale de deux années consécutives, et si possible une période plus longue, pour chaque langue au cours de la scolarité obligatoire ; cet enseignement se différencie d'une initiation et vise à l'acquisition de compétences clairement définies; il appartient à chaque Etat membre d'en préciser la nature et de fixer les différents niveaux de compétence linguistique visés et les formes de validation appropriées ; - l'offre d'enseignement dans le domaine des langues qui se trouvent être moins diffusées et moins enseignées, devrait être renforcée et diversifiée dans toute la mesure du possible, à tous les niveaux d'enseignement et dans tous les types de cursus ; - compte tenu des difficultés auxquelles se heurte cette diversification, il sera nécessaire de faire appel à toutes les possibilités que peuvent offrir l'enseignement ouvert et à distance et les nouvelles technologies; les initiatives visant au développement et à la diffusion de ces outils bénéficieront d'une attention particulière au niveau communautaire.
