In more than nine years as State Secretary in the Finance Ministries of the Federal German Länder Hesse and North Rhine-Westphalia I was responsible, amongst other things, to an equal degree for both the drafting and the implementation of the budgets of the two Länder concerned. In brief, this proposal would introduce legal certainty for both the institutions and the debtors.
