Agreement on security and safety rules must be paramount, to enable this issue to be resolved, since a solution to this problem would invalidate every other argument on insecurity attributable to the foreign ownership of companies within the United States, or on insecurity attributable to the opening-up of the internal market.
Un accord sur les règles de sécurité et de sûreté doit être primordial, afin de permettre de résoudre ce problème, puisque une solution à ce problème invaliderait tous les autres arguments sur l’insécurité imputable à la propriété étrangère des compagnies au sein des États-Unis ou sur l’insécurité imputable à l’ouverture du marché intérieur.
