This freedom of action is at the heart of the conclusions of the EU Council of 26 October 1999 regarding the negotiations on the General Agreement on Trade in Services (GATS) for the forthcoming WTO (World Trade Organization) Round, which is now under way and known as the DDA (Doha Development Agenda) Round.
