C. whereas since the military takeover of June 2013 the Egyptian Government has conducted a large-scale campaign of arbitrary detention, harassment, intimidation and censorship against government critics solely for exercising their rights to free assembly, association and expression, including journalists, students and human rights defenders, and against political opponents, including members of the Muslim Brotherhood; whereas reports indicate that since July 2013 more than 40 000 people have been detained following unprecedented waves of mass arrests, and an estimated 1 400 protesters killed as a result of the excessive and arbitrary use of force by security forces; whereas the freedoms of association, assembly and expression have remained areas of particular concern since July 2013; whereas Egypt is rated as ‘not free’ by the 2014 Freedom in the World report by Freedom House;
C. considérant que depuis coup d'État militaire de juin 2013, le gouvernement égyptien a mené une vaste campagne d'arrestations arbitraires, de harcèlement, d'intimidation et de censure contre des détracteurs du gouvernement, pour avoir exercé leurs libertés de réunion, d'association et d'expression, notamment des journalistes, des étudiants et des militants des droits de l'homme, et contre des opposants politiques, notamment des membres des Frères musulmans; considérant que des rapports font état, depuis juillet 2013, de l'arrestation de plus de 40 000 personnes à la suite de vagues d'arrestation sans précédent, et de l'assassinat de quelque 1 400 manifestants en raison de l'usage excessif et arbitraire de la force par les forces de l'ordre; que les libertés d'association, de réunion et d'expression sont des sujets de grande préoccupation depuis juillet 2013; que l'Égypte est classée "non libre" par Freedom House dans son rapport de 2014 sur la liberté dans le monde (Freedom in the World);

H. whereas freedom of speech and expression and of the media and the freedom of journalists are under threat all over the world, and journalists are often also human rights defenders and promoters of freedom of association, opinion, religion and belief; whereas, however, journalists are often persecuted and imprisoned;

This letter addressed to the Prime Minister was sent and signed by the president of the Association des communicateurs scientifiques du Québec, the president of the Association science et bien commun, the president of Canadian Journalists for Free Expression, the president of the Canadian Science Writers' Association, the executive director of the World Federation of Science Journalists and the president of The Professional Institute of the Public Service of Canada.
