Mr President, President of the Commission, ladies and gentlemen, in the interests of brevity, I cannot list all the Union's responsibilities on the world stage, but I feel bound to mention the economic, cultural, civil and, I would venture, spiritual ties that link Europe with Latin America, a region currently experiencing a period of change which Europe hopes will generate freedom and justice. The Latin American States have asked us to open up our trade frontiers.
Monsieur le Président, Monsieur le Président de la Commission, Mesdames et Messieurs les Parlementaires, la nécessité d’être bref m’empêche d’énumérer toutes les tâches qui incombent à l’Union sur la scène internationale. Toutefois, je ne saurais passer sous silence les intérêts d’ordre économique, culturel, civil et, dirais-je, spirituel qui lient l’Europe à l’Amérique latine. Cette dernière traverse actuellement une période de mutation qui, comme l’Europe l’espère, engendrera liberté et justice.

Indeed, not only can the European Union become the model for a similar political initiative in Latin America, but its very existence and independent international structure will benefit from a decisive boost in a world in which, thanks, not least, to President Lula da Silva and Latin America, multipolarity is developing, although that multipolarity is currently under great threat from the intention of the United States and some of its most faithful allies to declare war on Iraq unilaterally.
En effet, l'Union européenne peut non seulement devenir le modèle pour une initiative politique analogue de l'Amérique latine, mais son existence et sa physionomie internationale autonome peut recevoir une impulsion décisive dans un monde où se développe justement, notamment grâce au président Lula et à l'Amérique latine, cette multipolarité qui semble actuellement mise à rude épreuve par les envies de guerre unilatérale contre l'Irak des États-Unis et de certains de leurs alliés les plus fidèles.

This is not, however, the approach that the European Union has adopted in its current security policy. Instead, it has maintained a position of taking a very close lead from the United States of America which, in turn, is using the threat of terrorism and the efforts to fight it to develop a unilateral policy and to strengthen its position in the world. Examples of this are the recent statements by President Bush on the ‘axis of evil’, which appear to herald new military operations in other parts of the world.
Telle n’a pas été la voie adoptée par l’Union européenne dans la politique de sécurité actuelle, puisqu’elle se contente de suivre les États-Unis d’Amérique, qui se servent de la menace du terrorisme et des efforts de lutte contre le terrorisme pour développer une politique unilatérale et renforcer leur emprise sur le monde, comme le montrent les récentes déclarations du président Bush concernant l’"axe du mal", qui semblent annoncer de nouvelles opérations militaires dans d’autres régions du monde.

Cooperation between Europe and Latin America should allow us to make sound progress towards a world order based on democracy and solidarity. This is necessary to ensure world peace. In the light of globalisation, it is also essential for the survival and consolidation of democracy, the rule of law and the social progress we desire for all our people.
La coopération entre l'Europe et l'Amérique latine devrait nous permettre d'avancer efficacement vers un ordre mondial démocratique et solidaire, nécessaire pour assurer la paix mondiale et indispensable, à l'heure de la mondialisation, au maintien et à la consolidation de la démocratie, de l'État de droit et du progrès social que nous souhaitons pour chacun de nos peuples.
