Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). When satisfied with the above preparatory work for a candidate product group and with the positive recommendation of the ad hoc working group, the EUEB shall forward the final report together with the proposals concerning the drafting of the mandate to the Commission, and shall request the Commission to initiate the procedure for setting the ecological criteria for the product group in question and to give a mandate to the EUEB that takes into account the abovementioned proposals.

9) convient que le président et les vice-présidents, ainsi qu'un représentant de la Commission, assistés par le Secrétariat général du Conseil, formeront un groupe préparatoire ayant pour tâche de faciliter les travaux du groupe ; note le rôle important que la Commission est appelée à jouer par le soutien qu'elle apportera aux travaux du groupe, comme indiqué dans le code de conduite, notamment au point I, et par sa participation au suivi des travaux du groupe ; note également que, puisque le groupe fonctionne dans le cadre du Conseil, le Secrétariat sera assuré par le Secrétariat général du Conseil ; et est convaincu que le Secrétariat général du Conseil et la Commission oeuvreront en étroite liaison pour élaborer un modèle de collaboration qui assure une relation de travail efficace et fructueuse ; 0) convient que le groupe se réunit au moins deux fois par an à un haut niveau pour faciliter l'orientation politique des travaux du groupe et que les réunions du groupe sont convoquées par le président du groupe sur sa propre initiative ou à la demande d'au moins un tiers des membres du groupe ; 1) convient que, sous réserve de l'accord formel du Conseil, pour assister le groupe dans ses travaux, un ou plusieurs sous-groupes peuvent être créés pour examiner des questions déterminées ; 2) convient de la confidentialité des travaux du groupe ; 3) convient que les rapports que le groupe transmet au Conseil refléteront soit l'avis unanime de ses membres, soit les différents avis exprimés au cours de la discussion ; 4) convient que, sous réserve de l'accord formel du Conseil, de nouvelles dispositions peuvent être introduites dans le règlement intérieur du groupe".
