Affecting an extremely wide range of fields, lawful and unlawful dealings in goods, cybercrime, corruption, financial crime, environmental crime and the role of certain key professions, the prevention of organised crime and economic crime requires the Forum to meet in a variety of formations, depending on the topics treated, and to set up specialised working groups.
Touchant des domaines extrêmement variés, trafic de biens licites et illicites, cybercriminalité, corruption, criminalité financière, criminalité environnementale, ou encore rôle de certaines professions clés, la prévention du crime organisé et de la criminalité économique exige que le Forum puisse se réunir en formations diverses et adaptées aux thèmes traités, et le cas échéant créer des groupes de travail spécialisés.

19. Urges the Ukrainian Government to follow through with an ambitious set of transparent and comprehensive structural reforms that prioritise strengthening the rule of law, eradicating corruption through the adoption and enforcement of necessary legislation, establishing a balanced and functioning system of governance based on the separation of powers and in line with European standards, introducing a substantial reform of the judicial system and the electoral law, and aligning anti-discrimination legislation with EU standards, with regard in particular to the upcoming reform of the labour code; considers, furthermore, that it is of the utmost importance to start a gradual process of decentralising central powers to regional and municipal administrations without undermining the internal balance of powers or the effective functioning of the state; welcomes, in this regard, the Commission’s decision to create a Support Group for Ukraine which will work on the implementation of the ‘European Agenda for Reform’;

Stresses the need for the Montenegrin Government to continue and reinforce consultations, and improve interaction and dialogue with civil society, as well as with the opposition, in order to achieve more transparency in policy and law-making, particularly with regard to the implementation of laws and the fight against corruption and organised crime; this being the case, commends the government’s efforts to increase the public transparency of its work, while acknowledging that much remains to be done; welcomes the extensive participation of civil society in the working groups on the EU negotiating chapters, but notes the concerns of some civil society representatives about the nature and quality of that participation; regrets the recent deterioration in the relationship between certain sections of the government and civil society, with fears expressed on both sides that mutual hostility risks trumping the shared desire to advance EU integration; encourages, therefore, a productive and balanced dialogue among all sides, in which the government objectively assists and facilitates the work of civil society, and fully includes representatives in the political process, and civil society organisations critique policy and hold the government to account fairly and constructively;

And the OECD's anti-bribery working group does peer reviews. Part of that peer review process is a review of the enforcement side, the prosecution side, to make sure there are laws in place that criminalize domestic corruption and international corruption in terms of bribing a foreign public official.

Points out that although local and regional authorities are among Europe’s largest purchasers and therefore play an essential role in implementing public procurement rules, the complexity of the rules laid down in competition law and procurement law means that there is often a lack of expertise concerning the legal framework and its implementation, appropriate training and guidelines on procurement within sub-national authorities; calls on the Member States to set up training courses on public procurement rules (including specific aspects, such as social, environmental, diversity and equality criteria) and to encourage the use of ICTs to improve the understanding of those rules and the administrative capabilities of local and regional authorities; in this context, raises the possibility of establishing public procurement groupings at regional level based on cooperation between local and regional authorities, which would significantly improve the efficiency and effectiveness of public procurement through contacts and mutual exchanges of experience and information; furthermore, points out that efforts to uncover and reduce corruption at regional and local authority level must continue through the introduction of training, the provision of information and publicity;

In 1991 the Commission will be dealing with the remaining aspects: employment (collective dismissals), labour law (equitable wage, minimum income), labour relations (equity sharing and worker participation), living and working conditions (protection of expectant and new mothers, protection of the dignity of men and women at work, protection of children and adolescents, childcare), freedom of movement for workers (revision of Regulation 1612/68, updating and extension of Regulations 1408/71 and 574/72 on social security arrangements), disadvantaged groups (third programme on the integration of disabled people), and health, safety and hygiene at work (specific Directives).
