However, the 2005 Treaty of Accession of Bulgaria and Romania to the EU provides that for a transitional period of a maximum of seven years Member States have the option of imposing partial or total restrictions on access to their labour markets for workers from Bulgaria and Romania.

The 2005 Act of Accession allows the EU-25 to temporarily restrict the free access of workers from Bulgaria and Romania to their labour markets in order to prepare for full labour mobility in the EU.
