IN-CONTEXT TRANSLATIONS

The sustained terrorist threat keeps us aware that transport is both a target and an instrument of terrorism. Following the events of 11 September 2001, the EU reacted swiftly with legislation and quality control inspection regimes to enhance security in aviation and maritime transport. This acquis will be refined on the basis of experience. A level playing field needs to be stimulated where the cost of security measures is likely to distort competition. Security rules may need to be extended to land transport, including urban transport and train stations and the intermodal logistics chain. Moreover, an in-depth analysis has to be carried out concerning critical transport infrastructure within the framework of the European Programme for Critical Infrastructure Protection (EPCIP).
La menace terroriste qui persiste ne nous permet pas d’oublier que les transports sont à la fois une cible et un instrument du terrorisme. À la suite des événements du 11 septembre 2001, l’UE a réagi promptement par la voie législative et en adoptant des régimes d’inspection et de contrôle de la qualité afin de renforcer la sûreté dans les transports aérien et maritime. Cet acquis sera affiné en s’appuyant sur l’expérience. Il contient de favoriser des conditions d’égalité de concurrence dans les cas où le coût des mesures de sûreté est susceptible de fausser la concurrence. Il se peut que les règles de sûreté doivent être étendues aux transports terrestres, y compris les transports urbains, les gares ferroviaires et la chaîne logistique intermodale. En outre, une analyse approfondie concernant les infrastructures de transport critiques a été menée dans le cadre du programme européen de protection des infrastructures critiques (EPCIP).

Business activities may be able to grow within the existing infrastructure framework in the shorter term, but as they evolve, the transport policy response will need to evolve too, which could impact both on transport infrastructure provision and its "phasing".

Emphasises that, within the newly enlarged Schengen area, the transport infrastructure between Western and Eastern Europe is of immense significance given the economic growth potential - especially in the new Member States - linked to it; calls on the Commission and the Member States to develop and promote transnational road and rail links between Eastern and Western Europe, supporting in particular cross-border transport infrastructure through a specific action programme implemented in cooperation with local, regional and national authorities; also, points out that better interconnection of TEN-T and third country transport networks would improve the position of border areas in particular and bring added value to interregional cooperation and the EU as a whole;
48. souligne que, au sein de l'espace Schengen qui a été récemment étendu, les infrastructures de transport entre l'Europe de l'Ouest et l'Europe de l'Est revêtent une importance considérable compte tenu du potentiel de développement économique, notamment dans les nouveaux États membres, qui y est lié; invite la Commission et les États membres à aménager et promouvoir des liaisons routières et ferroviaires transnationales entre ces deux parties de l'Europe, en soutenant en particulier les infrastructures de transport transfrontalières à l'aide d'un programme d'action spécifique mis en œuvre en coopération avec les autorités locales, régionales et nationales; fait également valoir qu'une meilleure interconnexion des RTE-T et des réseaux de transport des pays tiers améliorerait la situation des régions transfrontalières en particulier et confèrerait une valeur ajoutée à la coopération interrégionale et à l'Union dans son ensemble;

– (IT) Mr President, Commissioner de Palacio, ladies and gentlemen, as the Commissioner has mentioned, it is important not just, and not so much, to highlight the significance of this proposal for a directive, within the framework of developing a European strategy for transport systems, but also to mention that it is not the first time that the Commission, the European Parliament and the Council itself have dealt with matters relating to the transport system and transport networks and expressed their views with specific pronouncements on them and with reference to the external costs involved in their use and the associated, problematic issue of transport infrastructure charges.
- (IT) Monsieur le Président, Madame la Commissaire de Palacio, Mesdames et Messieurs, comme Mme la commissaire l’a signalé, il ne suffit pas de souligner l’importance de cette proposition de directive dans le cadre du développement d’une stratégie européenne des systèmes de transport; il faut aussi signaler que ce n’est pas la première fois que la Commission, le Parlement européen et le Conseil lui-même examinent les problèmes liés au système et aux réseaux de transport et qu’ils se prononcent spécifiquement sur les coûts externes entraînés par leur utilisation et sur les conséquences problématiques liées à la tarification des infrastructures de transport.

15. Points out that, in the development of the methodology for transport infrastructure charging, it should be considered that any surplus revenue over infrastructure construction and maintenance costs could be used for reducing external costs within the mode of transport from which they arise or in other modes in a way which helps to attain the objective of a sustainable transport sector;
