Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. In its conclusions on mobility information services for artists and for culture professionals , the Council confirmed the importance of the mobility of artists and cultural professionals for the Union and for achieving its objectives within the Europe 2020 Strategy, and called on the Member States and the Commission, within their respective spheres of competences and with due regard to the principle of subsidiarity, to facilitate the provision of comprehensive and accurate information to artists and cultural professionals seeking to be mobile within the Union.

En ce qui concerne la Suisse, et sauf dans la mesure où elle instaure un échange d'informations sur les problèmes associés au retour des ressortissants de pays tiers autres que ceux qui ne remplissent pas ou ne remplissent plus les conditions prévues pour bénéficier d'un court séjour, applicables sur le territoire d'un État membre en vertu des dispositions de l'acquis de Schengen, la présente décision constitue un développement des dispositions de l'acquis de Schengen au sens de l'accord signé entre l'Union européenne, la Communauté européenne et la Confédération suisse sur l'association de la Confédération suisse à la mise en œuvre, à l'application et au développement de l'acquis de Schengen , qui relèvent des domaines visés à l'article 1er, points A), B), C) et E), de la décision 1999/437/CE lu en liaison avec l'article 4, paragraphe 1, des décisions 2004/849/CE du Conseil du 25 octobre 2004 et 2004/860/CE du Conseil du 25 octobre 2004 relatives à la signature, au nom de l'Union européenne de la Communauté européenne, respectivement, et à l'application provisoire de certaines dispositions dudit accord.

As regards the Republic of Iceland and the Kingdom of Norway, except insofar as it establishes an exchange of information on the problems associated with the return of third-country nationals other than those who do not fulfil or who no longer fulfil the conditions for a short stay applicable within the territory of a Member State by virtue of the provisions of the Schengen acquis, this Decision constitutes a development of the provisions of the Schengen acquis within the meaning of the Agreement concluded on 18 May 1999 by the Council of the European Union and the Republic of Iceland and the Kingdom of Norway concerning the association of those two States with the implementation, application and development of the Schengen acquis , which fall within the areas referred to in Article 1, points A, B, C and E of Council Decision 1999/437/EC of 17 May 1999 on certain arrangements for the application of that Agreement
