The programme has two specific objectives: I. To promote, coordinate and strengthen measures to assist cooperatives, mutual societies, associations and foundations by: - strengthening the horizontal approach, in particular through conducting studies on the development of the sector in the Community, creating a favourable environment, evaluating the impact of Community policies and introducing machinery for the consultation of firms in the sector; - supporting specific measures aimed at promoting opportunities for transnational cooperation, in particular by small firms in the sector, helping groups of partners find new fields of activity, improving information and disseminating innovative ideas; II. To reinforce, within the framework of other Community policies, measures to assist cooperatives, mutual societies, associations and foundations, in particular by developing Community statistics on the sector, providing training back-up and encouraging greater RD. Mr Vanni d'Archirafi stated that "Firms in this sector have a major role to play in the search for a new development model for the European economy and European society.
Ce plan d'actions a concrètement un double objectif: I. la promotion, la coordination et le renforcement des interventions directes en faveur des coopératives, mutualités, associations et fondations, grâce: - au renforcement de l'approche horizontale, visant notamment l'élaboration d'études sur le développement du secteur dans la Communauté, la création d'un environnement favorable, l'évaluation de l'impact des politiques communautaires et l'organisation de la consultation des entreprises de l'économie sociale; - au soutien à des actions spécifiques visant particulièrement à favoriser les possibilités de collaborations transnationales, notamment pour les entreprises coopératives, mutuelles et associatives de petite dimension, pour la recherche de nouvelles activités par des partenaires regroupés: améliorer l'information; diffuser l'innovation sociale. II. le renforcement des actions en faveur des coopératives, mutualités, associations et fondations à l'intérieur d'autres politiques communautaires, grâce notamment à l'amélioration de la statistique communautaire sur ce secteur, au soutien de l'effort de formation et à l'incitation au développement de la RD. Le Commissaire Vanni d'Archirafi a déclaré: "Dans la recherche d'un nouveau modèle de développement de l'économie et de la société européenne les entités de l'économie sociale ont un rôle important à jouer.
