Welcoming this proposal, Vice-President Kinnock and Commissioner Schreyer said: "The adoption of the proposal on Executive Agencies is an important step towards fulfilling the Commission's objective to have at its disposal Agencies which are both sufficiently flexible and specialised to implement programmes to the best effect, whilst itself retaining management and policy responsibility for which the Commission is and must remain accountable".
