In economic terms, NEPAD promises the same liberalism as was created by the World Bank and the IMF, the liberalism of structural adjustment plans, the same liberalism which brought Argentina to its knees and which grapples with public services, health services, water-distribution services and education services, the liberalism which, in the final analysis, increases inequalities and poverty, in particular as they affect women.

Considers, however, that the goal of promoting competition in the professions must, in each individual case, be reconciled with the objective of maintaining purely ethical rules specific to each profession and that the pursuit of this goal must respect the public-interest tasks with which liberal professions are entrusted;

– (PT) Mr President, I wish to speak very briefly in order to draw the Bureau’s attention to item 4 and to point out the contradiction between what we have just voted for, which is that our resolution should be conveyed to the leaders of the Liberation Front of the Enclave of Cabinda and of the Renewed LFEC, and the – in our view – hasty action, which could have serious humanitarian consequences, which we consider to be deplorable, of expelling certain individuals from the European Parliament buildings on the allegation that they may belong to the LFEC, to whom the Bureau has undertaken to transmit the resolution for which we voted.

61. Following the same reasoning, and in particular to ensure that public and private operators are put on an equal footing, the Commission has submitted a proposal [41] allowing, inter alia, to exempt from the scope of Directive 93/38/EEC those sectors or services to which it applies (water, energy, transport and telecommunications) which, in a given Member State, operate in conditions of effective competition, after the relevant activity has been effectively liberalized according to relevant EC legislation.
61. Suivant le même raisonnement, et en particulier pour que les opérateurs publics et privés soient placés sur un pied d'égalité, la Commission a présenté une proposition [41] qui permettrait, entre autres, d'exclure du champ d'application de la directive 93/38/CEE les secteurs ou les services auxquels elle s'applique (l'eau, l'énergie, le transport et les télécommunications) qui opèrent, dans un État membre donné, dans des conditions de concurrence effective, l'activité en question ayant été libéralisée conformément à la législation communautaire applicable.

Whereas there currently exist within the Member States of the Community producing bananas national market organizations which seek to ensure that producers can dispose of their products on the national market and receive an income in line with the costs of production; whereas these national market organizations impose quantitative restrictions which hamper achievement of a single market for bananas; whereas some of the Member States which do not produce bananas provide preferential outlets for bananas from the ACP States while others have liberal importation rules, which even in one case include a privileged tariff situation; whereas these different arrangements prevent the free movement of bananas within the Community and implementation of common arrangements for trade with third countries; whereas, for the purposes of achievement of the single market, a balanced and flexible common organization of the market for the banana sector must replace the various national arrangements;
considérant qu'il existait à ce jour, dans les États membres producteurs de bananes, des organisations nationales de marché visant à assurer aux producteurs l'écoulement de leur production sur le marché national ainsi qu'une recette qui soit en rapport avec les coûts de production; que ces organisations nationales de marché mettent en oeuvre des restrictions quantitatives qui font obstacle à la réalisation du marché commun des bananes; que, parmi les États membres non producteurs, certains assurent un écoulement privilégié aux bananes en provenance des États d'Afrique, des Caraïbes et du Pacifique (États ACP), tandis que d'autres appliquent un système d'importation libérale, comportant même, pour l'un d'entre eux, une situation tarifaire priviligiée; que ces différents régimes portent atteinte à la libre circulation des bananes à l'intérieur de la Communauté et à la mise en oeuvre d'un régime commun pour les échanges avec les pays tiers et que, en vue de la réalisation du marché intérieur, il est nécessaire de mettre en place une organisation commune de marché équilibrée et souple dans le secteur de la banane se substituant aux différents régimes nationaux;
