Welcomes the signature of the Lisbon Treaty, which will introduce major innovations in the field of ESDP, in particular by strengthening the office of High Representative, establishing a European External Action Service and introducing an article on mutual defence assistance, a solidarity clause, permanent structured cooperation in the field of defence and an extension of the ‘Petersberg tasks’; hopes that the ratification process will be completed successfully and in a timely fashion in all Member States; congratulates those Member States that have already ratified the Lisbon Treaty; points out that Parliament will fulfil its responsibilities under the current Treaty and will closely monitor the implementation of any new innovations;

Welcomes the adoption by the United Nations General Assembly of the declaration on the rights of indigenous peoples and congratulates the Council and Member States for backing the adoption of that text, which will create a framework in which States can protect and promote the rights of indigenous people without exclusion or discrimination; at the same time, notes with concern that, without new instruments to guarantee the implementation of the declaration in question, real improvements in the life of indigenous peoples, especially those living under authoritarian and dictatorial regimes, cannot be expected; urges the Commission, therefore, to follow up on the implementation of the declaration, in particular through the European Instrument for Democracy and Human Rights (EIDHR), while in particular enjoining all the Member States to ratify as a matter of urgency International Labour Organization (ILO) Convention 169 on Indigenous and Tribal Peoples, which backs up the principles set out in the declaration in question with a legally binding instrument;

I would like to congratulate the rapporteur on his work, just as I previously congratulated the Commissioner on her response to this incident and on the determination with which she produced the Erika I and Erika II packages. I would say that if the Erika I and Erika II packages were fully implemented and all the measures this report proposes for the future applied over the next two years, we could rest secure in the knowledge that things had finally taken a turn for the better.
Je voudrais féliciter le rapporteur pour son travail, tout comme j’ai précédemment félicité la commissaire pour sa réaction à cet accident et pour la détermination avec laquelle elle a créé les paquets Erika I et Erika II. Je dirais que si ces paquets étaient totalement mis en œuvre et si toutes les mesures que ce rapport propose pour l’avenir étaient appliquées au cours des deux prochaines années, nous pourrions avoir la certitude que les choses se sont enfin améliorées.

I would particularly like to congratulate Mr Färm on the part of the report which concerns internal policies, which includes a clear, explicit reference to policies for the elderly, who represent an increasingly significant proportion of our society.
