I, along with my colleague at the St. Andrews biological stations, wrote a paper on the herring fishery in which we argued that in the 1983 ten-year management plan, which ended in 1992, there was clearly stated information provided in that plan and to the fishermen that it was a 10-year plan obviously, by the name of the plan and that in 10 years they would start all over again, look again at the allocations and see how this experiment has gone.
