Calls on the Member States to facilitate childcare and care networks and to deliver on the Barcelona childcare targets, to provide an alternative where a lack of childcare and carers networks hampers desired full-time employment, to facilitate full time work for women who choose it and to improve labour market participation and economic independence of women; calls on Member States to overcome the obstacles which keep women from working the number of hours they want - be it part-time work or full-time work; encourages the need for a living income and access to full social security benefits whether working full-time or part-time; stresses the danger of recent developments showing that unsecured work has in some sectors driven especially women with young children into poverty;

Calls on the EU and the member states to promote the reconciliation of work and non-work life, which can be best achieved by renewing the model of standard employment: permanent contracts with shorter full-time employment as the general norm, and also establishing norms for part-time employment, so that only substantiated and socially protected part-time work (15 - 25 hours weekly) will be offered to those who wish to work part-time, stresses the need to put full-time and part-time employment on an equal footing as far as hourly wages, entitlements to education and life-long learning, career opportunities and social protection are concerned;

Improving the employment intensity of growth 2.1 Flexibility and work organization a) Part-time work should be facilitated and promoted on a voluntary basis, where necessary, through measures such as: . the provision of equal treatment of part-timers, with benefits proportional to the time worked . incentives to work-reorganization schemes which combine reduction of working time with new hirings . introduction of progressive retirement arrangements . introduction of part-time work possibilities by the public sector and administrations . offering people accepting to reduce working time the possibility to acquire new qualifications. b) The introduction of flexible working organization arrangements should be promoted, in a decentralized way, in particular in the framework of agreements between employers and employees.
2.
