Recognises the critical contribution of the African Peace Facility in developing the triangular partnership between the UN, the EU and the AU; believes that this Facility provides both an entry point and a potential lever for creating a stronger partnership between the EU and the AU and has proved indispensable in allowing the AU, and through it the eight Regional Economic Communities (RECs), to plan and manage their operations; considers it vital that the EU institutions and Member States remain closely engaged if the Facility is to be fully utilised and that the AU demonstrate higher levels of efficiency and transparency in using the funds; takes the view that the APF should focus on structural support rather than just bankrolling African forces’ pay; acknowledges that there are other funding mechanisms in use, but believes that given the Facility’s sole focus on Africa, as well as its clear goals, it is especially important with regard to PSOs in Africa; considers that Civil Society Organisations (CSOs) working on peace-building in Africa should be given the opportunity to contribute their views, as part of a more strategic engagement with CSOs on peace and security; remains concerned at the continuing problems of financing and political will on the part of African countries; notes the Council conclusions of 24 September 2012 which state that ‘funding, alternative to the funding from the EDF, will have to be considered’.

Supports the Council and the Commission in their stance against the ongoing human rights and democracy violations in Burma/Myanmar and the EU's commitment to attaining its stated objectives, namely to see the establishment of a legitimate, democratically elected civilian government which respects the human rights of its people and restores normal relations with the international community; urges the Commission and the Council to strengthen the EU's common position by adopting more effective and targeted sanctions in light of the reality that the situation in Burma/Myanmar continues to deteriorate; encourages the Council and the Commission – as part of the common position on Burma/Myanmar – to engage more proactively with Association of Southeast Asian Nations (ASEAN) countries and neighbouring states to urge them to use their influence responsibly so as to bring about positive change; calls for a proactive initiative to be taken by the UNHRC, which could take the form of a special session on this matter; encourages the Council and the Commission to urge China, India and other countries which continue to supply weaponry and other support to the military junta to desist from this and to join the international community in its efforts to bring about change for the better in Burma/Myanmar; notes the efforts made to date at UN Security Council level in recognition of the continuing humanitarian crisis; urges the Council and the Commission to seek a consensus with China, Russia and South Africa on a binding resolution, requiring meaningful tripartite dialogue between the State Peace and Development Council, the National League for Democracy and the ethnic nationalities, and the release of all political prisoners, including Aung San Suu Kyi;

Welcomes the fact that the Council maintained its Common Position on Burma/Myanmar in 2005; takes particular note of the Haval/Tutu report issued in September 2005, which called for the actions of the State Peace and Development Council to be regarded as a risk to international security and for the regime therefore to be referred to the United Nations Security Council; acknowledges the support of EU Member States for the UN Security Council briefing on ongoing violations; notes with concern that Daw Aung San Suu Kyi continues to be kept under house arrest and that the UN Special Rapporteur, whose mandate will end this year, has been denied access to the country since 2003; encourages the EU to take a more pro-active role in that country (with particular regard to the resolution on Burma/Myanmar adopted by the European Parliament on 17 November 2005 );

Stresses the leading diplomatic role played by the EU with regard to the Iranian nuclear programme, which not only involves the High Representative speaking on behalf of the EU and the EU3 (France, Germany and the United Kingdom), but also the United States, Russia and China bringing together different interests and approaches in pursuit of a common goal; reaffirms that the proliferation risks attaching to the Iranian nuclear programme remain a source of serious concern to the EU and the international community; highlights in this regard its resolution of 31 January 2008 on Iran (6) and supports the UN Security Council's Resolution 1803 (2008) of 3 March 2008 as well as the offer made to Iran by the EU3 and by the United States, Russia and China concerning the peaceful use of nuclear energy, political and economic cooperation, energy partnership, agriculture, environment and infrastructure, civil aviation, and development cooperation in the fields of economic, social and humanitarian aid;

Reaffirms its concern about the ongoing proliferation of small arms and light weapons (SALW), which cause unnecessary human suffering, exacerbate armed conflict and instability, facilitate terrorism, undermine sustainable development, good governance and the rule of law, and contribute to grave violations of human rights and international humanitarian law; is of the opinion that the appropriate integration of SALW reduction and control strategies must become an integral part of international programmes aimed at conflict prevention and post-conflict peace building; calls on the Member States, the Council and the Commission to get governments to agree on binding provisions to control SALW (including brokering and transfers) through international, regional and national legislation;

In December 2006 and June and December 2007, the Council adopted conclusions underlining that it is important for the EU and Member States to play an active role and cooperate with other States and regional organisations in the process within the United Nations to establish common international standards for the import, export and transfer of conventional arms, which would be a major contribution to tackling the undesirable and irresponsible proliferation of conventional arms which undermines peace, security, development and full respect for human rights.
