Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. While the retail and wholesale sector is the single biggest employer in rural Canada (Figure 3-2), there is evidence that the rural manufacturing sector is growing not just in size but in scope, moving beyond traditional activities related to resource extraction into more complex types of manufacturing such as automotive production.[24] Rural Canada is now gaining manufacturing jobs relative to Canada as a whole, with manufacturers being increasingly drawn by rural Canada ’s price advantages.[25] This price advantage, in turn, may be due to reductions in the cost of transporting goods, which make distant markets more accessible, and to advances in information technology, which allow firms to stay in touch more easily with their rural manufacturing operations.
