I am in favour because he takes account of the long theoretical work that this Parliament has been developing since Maastricht, because this is a parliamentary acquis that must be included in the text of the Convention and lastly, because this work has resulted in clear instruments and effective decision-making procedures, which are crucial to the smooth functioning of the future Union.

A story told by the French MEP Jean-Louis Bourlanges in his book published in 1992 is very revealing here: he says that a Community directive which had been denounced in his country as a scandal and an infringement of national sovereignty in an area as vital as French cheese-making (!) had in fact been promoted and requested by the French Government, which thought it necessary to have European protection for its cheese industry.
