(2) On the day on which this Act comes into force, the Minister may, by order, exclude from the application of this Act a project, as defined in the former Act, that is a designated project under this Act, if the Minister is of the opinion that the project was not subject to the former Act and that another jurisdiction that has powers, duties or functions in relation to the assessment of the environmental effects of the project has commenced that assessment.

(2) For the purposes of this Part and Part I, where by virtue of a plan or arrangement an employer is obliged to provide benefits that are to be received or enjoyed by any person on, after or in contemplation of any substantial change in the services rendered by a taxpayer, the retirement of a taxpayer or the loss of an office or employment of a taxpayer, and where the employer, former employer or a person or partnership with whom or which the employer or former employer does not deal at arm’s length acquires an interest in a life insurance policy that may reasonably be considered to be acquired to fund, in whole or in part, those benefits, the following rules apply in respect of the plan or arrangement if it is not otherwise a retirement compensation arrangement and is not excluded from the definition “retirement compensation arrangement” , in subsection 248(1), by any of paragraphs (a) to (l) and (n) thereof:

Regrets the signing by the Former Yugoslav Republic of Macedonia of the Bilateral Immunity Agreement with the USA, which excludes American citizens and military personnel from the jurisdiction of the International Criminal Court (ICC); points out that the International Criminal Court is a cornerstone of international law and that the Rome Statute has been firmly supported by the EU; calls in this regard on the Government of the Former Yugoslav Republic of Macedonia to find ways to terminate that bilateral agreement, which undermines the full effectiveness of the ICC;

I find it hard to see what else could be done, and it does not of course exclude the possibility of former PKK members’ being able to play a role in a future arrangement designed to secure the rights for which Kurdish organisations have fought and of which I have as great an appreciation, I believe, as Mrs Maes.
