It cannot be accepted that any decision of the administration, whether explicit or implied, containing either an inadequate statement of reasons or no statement of reasons (and thus necessitating a substantive examination) would be liable at any moment to become the subject of a request for an additional statement of reasons enabling officials or staff members to set themselves a new time-limit for lodging a complaint by claiming that they have three months from the receipt of that additional statement of reasons to lodge that complaint, even though the fact that a decision as referred to in Article 90(1) of the Staff Regulations contains an inadequate statement of reasons may — indeed must — be raised specifically in a complaint and thus be duly rectified, where necessary, by the administration in the decision ruling on that complaint.

The requirement that an audit opinion should state whether the annual or consolidated financial statements give a true and fair view in accordance with the relevant financial reporting framework does not represent a restriction of the scope of that opinion but clarifies the context in which it is expressed. The annual financial statements of micro and small undertakings should not be covered by this audit obligation, as audit can be a significant administrative burden for this category of undertaking, whilst for many micro and small undertakings the same persons are both shareholders and management and therefore have limited need for third party assurance on the financial statements.

Where a parent undertaking prepares a separate report corresponding to the same financial year, referring to the whole group, whether or not relying on national, Union-based or international frameworks and covering the information required for the consolidated non-financial statement as provided for in paragraph 1, Member States may exempt that parent undertaking from the obligation to prepare the consolidated non-financial statement laid down in paragraph 1, provided that such separate report:

Joking aside, I think that all of the statements annexed to this 2011 budget – because, yes, a budget in itself is also political, as Parliament showed with the political priorities that it included in the budget – whether on own resources, on European added value, on Lisbonisation – the Commission’s declaration – or in the context of this joint statement, which is important and which has already been followed by a letter from the Belgian Prime Minister, the current President of the European Union, I think that all these statements show that all the stages are going in the right direction.
