[8] The total number of the TEN-Telecom funded projects within this initiative was initially 15: however the project for BRANDENBURG-D was terminated before the assessment, unable to fulfil the contractual obligations because of internal problems, whereas the CORSICA ON-LINE project was assessed in May 1999.

For that matter, France Télécom has not been compensated for the disadvantages suffered under these arrangements, whereas, as emphasised in its comments, it still has to cope with structural disadvantages, additional costs and inflexibilities on account of the status applicable to the civil servants it employs as regards financial measures associated with departure or return to the public administration, vocational training measures or higher wage cost.
France Télécom n’a d’ailleurs pas été compensée du fait des désavantages subis sous ce régime, alors que, comme le soulignent ses observations, elle supporte encore des désavantages structurels, des surcoûts et rigidités du fait du statut applicable aux fonctionnaires qu’elle emploie pour ce qui est de leviers financiers d’accompagnement des départs ou les retours vers l’administration, d’efforts en matière de formation professionnelle ou de coût salarial supérieur.
