(B) Whereas the Portuguese authorities argue that the clothing and footwear industries were hit hard by the global economic and financial crisis which caused a major decrease in demand (Portuguese GDP fell by 4% in 2009) and thus led to a sharp drop in production and sales of clothes and footwear;
