L. whereas the Nigerian Government has recently broken its seven-year moratorium on the death penalty by executing four prisoners in Edo state who were sentenced when Nigeria was still ruled by a military dictatorship; whereas on 26 June 2013 the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, Christof Heyns, called on the Nigerian authorities to put on hold the imminent execution of a fifth prisoner; whereas according to reports by human rights organisations, in 2012 Nigeria sentenced 56 people to death, and whereas approximately 1 000 people are reportedly on death row in the country;
L. considérant que le gouvernement nigérian a récemment mis un terme à son moratoire de sept ans sur la peine de mort en procédant à l'exécution de quatre prisonniers dans l'État d'Edo, condamnés alors que le Nigeria était toujours dirigé par une dictature militaire; considérant que le 26 juin 2013, le rapporteur spécial des Nations unies sur les exécutions extrajudiciaires, Christof Heyns, a appelé les autorités nigérianes à suspendre l'exécution, imminente, d'un cinquième prisonnier; considérant que selon les informations des organisations de défense des droits de l'homme, le Nigeria a condamné, en 2012, 56 personnes à la peine de mort, et que quelque 1 000 personnes attendraient actuellement dans les couloirs de la mort dans le pays;

I. whereas in response to Boko Haram’s violence the Nigerian police and military have seized and carried out extrajudicial executions of numerous suspected members of the group, in particular by seizing young men from northern villages; whereas many of those detained have been held incommunicado without charge or trial, in some cases in inhuman conditions, and whereas some have been physically abused, while others have disappeared or died in detention; whereas the Nigerian Government and army officers have provided unreliable estimates of civilian casualties and damage to homes; whereas Human Rights Watch, Freedom House and other human rights organisations have described the response of the Nigerian forces in recent months as increasingly brutal and indiscriminate, leaving civilians to bear the brunt of the violence between the two groups in disproportionate fashion;
I. considérant qu'en réponse aux violences perpétrées par Boko Haram, la police et l'armée nigérianes ont arrêté puis exécuté, dans le cadre d'exécutions extrajudiciaires, de nombreuses personnes soupçonnées d'appartenir au groupe, en particulier en arrêtant de jeunes gens dans les villages du nord du pays; considérant que nombreux sont ceux qui, après leur arrestation, ont été détenus au secret sans accusation portée contre eux ni procès, et que certains d'entre eux ont subi des violences physiques, d'autres disparaissant ou décédant au cours de leur détention; considérant que le gouvernement nigérian et des officiers de l'armée ont fourni des estimations non fiables du nombre de victimes civiles et des dégâts aux habitations; considérant que Human Rights Watch, Freedom House et d'autres organisations de défense des droits de l'homme ont décrit la réponse des forces nigérianes au cours des derniers mois comme de plus en plus brutale et indifférenciée, de sorte que l'essentiel des violences entre les deux groupes affecte principalement les civils, et ce de manière disproportionnée;
