K. whereas the genocide of Roma by the Nazi and other regimes and their allies during World War II is a fact that is still largely ignored and is therefore not acknowledged by the broad public and often not recognised or taught in schools, thus placing Roma people among the ‘ignored’ victims of the genocide during World War II;

L. whereas commemorating crimes against humanity and gross violations of human rights is crucial in order to pursue the causes of peace, reconciliation, democracy and human rights in Europe; whereas the genocide of the Roma in Europe deserves full recognition commensurate with the gravity of the crimes of the Nazi and other regimes that were designed to physically eliminate the Roma of Europe, as well as Jews and other targeted groups;

Bill Graham moved, That whereas the strong support of international law has always been a cornerstone of Canadian foreign policy; Whereas in recent years the international community has made significant progress toward the establishment of a permanent International Criminal Court which will ensure both the deterrence and the just punishment of such crimes as genocide, war crimes and crimes against humanity; Whereas Canada has played an important role in this process leading up to the final Diplomatic Conference in Rome from June 15 to July 17 1998 to establish the Court, chairing the group of like-minded states attempting to develop greater consensus on the outstanding issues; Whereas the Committee organized a roundtable on June 9 1998 to be briefed by Non-Governmental and Government representatives on the key outstanding issues to be addressed at the Rome Conference; The Committee recommends that at this Conference and subsequently, the Government of Canada:

Whereas this genocide was made possible by the indifference and inaction of the international community;

Whereas first nations have consistently experienced various forms of genocide historically and contemporary through the Government of Canada's legislation, regulations and political rhetoric; whereas the aboriginal and treaty rights of all first nations which are confirmed by section 35 of the Constitution Act are being threatened by Canada's proposed suite of legislation; whereas the chiefs have acknowledged the grassroots appeal for direct involvement, direct action and other approaches; and whereas the empowerment of our people on the direct involvement and action by first nations at the local and regional levels is urgent and critical to protect our inherent and treaty rights; therefore, be it resolved the chiefs and assembly endorse the direct involvement and/or direct action by first nations people to address and demonstrate against the Government of Canada's political agenda to eliminate the first nations inherent and treaty rights by legislation, regulation and policies, and be it further resolved that the chiefs continue to implement the Assembly of First Nations Action Plan, the December 11, 2002, document regarding opposition to the INAC suite of legislation collectively, progressively and strategically.
Attendu que les Premières nations ont constamment fait l'expérience de diverses formes de génocide, dans l'histoire et dans la période contemporaine, sous l'emprise des lois, règlements et discours politiques du gouvernement du Canada; attendu que les droits ancestraux et issus de traités de toutes les Premières nations, qui sont confirmés par l'article 35 de la Loi constitutionnelle, sont menacés par la série de mesures législatives proposées par le Canada; attendu que les chefs ont entendu l'appel de la base qui souhaite participer directement, par l'action directe et d'autres approches; et attendu qu'il est urgent et crucial d'habiliter nos peuples des Premières nations à faire de l'action directe aux niveaux local et régional, afin de protéger nos droits ancestraux et issus de traités; en conséquence, il est résolu que les chefs et l'assemblée appuient la participation directe ou l'action directe de la part des peuples des Premières nations qui sont ainsi autorisés par la présente à manifester contre le programme politique du gouvernement du Canada en vue d'éliminer les droits ancestraux et issus de traités des Premières nations au moyen de lois, règlements et politiques, et il est en outre résolu que les chefs continuent de mettre en oeuvre le plan d'action de l'Assemblée des premières nations, c'est-à-dire le document du 11 décembre 2002 relativement à l'opposition collective, progressive et stratégique aux mesures législatives proposées par le MAINC.

WHEREAS the historical record clearly demonstrates that the events occurring between 1915 and 1918 that resulted in the massacre and exile of the Armenian population of Eastern Anatolia and Cilicia constitutes a genocide as defined by international customary law and by the United Nations Convention on the Prevention and Punishment of Genocide of December 11th, 1948;
