E. whereas a just and lasting peace between Israelis and Palestinians can only be achieved through direct peace negotiations leading to the two-state solution on the basis of the 1967 borders, with Jerusalem as the capital of both states, with the State of Israel and an independent, democratic, contiguous and viable Palestinian state living side by side in peace and security; whereas the Gaza Strip should be part of this future Palestinian state;

Q. whereas the ceasefire reached on 26 August 2014 has not been implemented, in particular as regards lifting the blockade; whereas none of the 19 000 homes totally destroyed have so far been rebuilt because of severe restrictions on the entry of building materials; whereas 100 000 people are still displaced; whereas 95 % of Gaza’s water is not safe to drink; whereas the continued closure of Gaza is having a devastating impact on the 1.8 million people living there; whereas, according to the International Committee of the Red Cross (ICRC), the Gaza closure constitutes ‘a collective punishment imposed in clear violation of Israel’s obligations under international humanitarian law’; whereas a UN Conference on Trade and Development (UNCTAD) report of 1 September 2015 has concluded that the blockade has led to a sharp reversal in Gaza’s development and that Gaza will become uninhabitable by 2020;

Justice Goldstone did not show sufficient care when examining the evidence. It also seems unjust that the words of the Israeli authorities which are quoted in the report are considered unreliable, whereas the position of the Gaza authorities, such as Hamas, do not give rise to any doubt in the members of the mission.

Whereas Decision No 1/98 of the EC-Turkey Association Council of 25 February 1998 on the trade regime for agricultural products establishes the system of preferences applicable to imports into the Community of agricultural products originating in Turkey; whereas provision should be made to allow the Commission to adopt special detailed rules for the application of that new import regime, without prejudice to Articles 6 and 7 of Council Regulation (EC) No 1981/94 of 25 July 1994 opening and providing for the administration of Community tariff quotas for certain products originating in Algeria, Cyprus, Egypt, Israel, Jordan, Malta, Morocco, West Bank and Gaza Strip, Tunisia and Turkey, and providing detailed rules for extending and adapting these tariff quotas (1);
considérant que la décision n° 1/98 du Conseil d'association CE-Turquie du 25 février 1998 concernant le régime de commerce pour les produits agricoles a établi le régime préférentiel applicable à l'importation dans la Communauté des produits agricoles originaires de Turquie; qu'il y a lieu de prévoir une disposition permettant à la Commission de prendre les modalités d'application spécifiques nécessaires à la mise en oeuvre de ce nouveau régime à l'importation, sans préjudice des dispositions prévues aux articles 6 et 7 du règlement (CE) n° 1981/94 du Conseil du 25 juillet 1994 portant ouverture et mode de gestion de contingents tarifaires communautaires pour certains produits originaires d'Algérie, de Chypre, d'Égypte, d'Israël, de Jordanie, de Malte, du Maroc, de Cisjordanie et de la Bande de Gaza, de Tunisie et de Turquie, ainsi que les modalités de prorogation ou d'adaptation desdits contingents (1);

(3) Whereas the European Council meeting in Madrid on 15 and 16 December 1995 called on the Council and the Commission to implement the Declaration on the Euro-Mediterranean partnership and the work programme drawn up at the Barcelona Conference with the Mediterranean countries (Algeria, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, Syria and Tunisia, Turkey, Gaza-West Bank); whereas, at the same meeting, the European Council confirmed the importance of the EIB's role as an instrument of cooperation between the Community and Latin America and called on the EIB to intensify its activities in the region; whereas the European Council also noted with respect to enlargement that the continued activities of the EIB will allow an overall increase in the input for accession preparations;
(3) considérant que, lors de sa réunion de Madrid des 15 et 16 décembre 1995, le Conseil européen a invité le Conseil et la Commission à mettre en oeuvre la déclaration sur le partenariat euro-méditerranéen et le programme de travail établi à la conférence de Barcelone avec les pays méditerranéens (Algérie, Chypre, Égypte, Israël, Jordanie, Liban, Malte, Maroc, Syrie et Tunisie, Turquie, Gaza et la Cisjordanie); que, lors de la même réunion, le Conseil européen a confirmé l'importance du rôle de la BEI en tant qu'instrument de coopération entre la Communauté et l'Amérique latine et a invité la Banque à intensifier ses activités dans la région; que le Conseil européen a également noté, en ce qui concerne l'élargissement, que la poursuite des activités de la BEI permettra un accroissement global de l'assistance aux préparatifs en vue de l'adhésion;

Whereas this Euro-Mediterranean Interim Association Agreement on trade and cooperation between the European Community, of the one part, and the Palestine Liberation Organization (PLO) for the benefit of the Palestinian Authority of the West Bank and the Gaza Strip, of the other part, signed in Brussels on 24 February 1997 will serve to consolidate ties between the Palestinians and the European Union in the framework of the Euro-Mediterranean partnership and pave the way for the commencement of negotiations with a view to concluding a Euro-Mediterranean Association Agreement,
