WHEREAS an Association known as the Canadian Red Cross Society has been in operation for some years past, and was actively engaged during the late war in South Africa in contributing funds and tending the sick and wounded; and whereas the said association was in affiliation with the Society in England known as " The National Society for Aid to the Sick and Wounded in War" , and the work, operations and powers of the last named Society have now been transferred to and are being carried on, under the patronage of His Majesty King Edward the Seventh, by the British Red Cross Society, with which the Canadian Red Cross Society has now become affiliated; and whereas the International Conference of Geneva of 1863 recommended: " That there should exist in every country a Committee whose mission consists in co-operating in times of war with the hospital service of the armies by all means in its power" ; and whereas it is expedient that there should be a permanent organization in Canada in affiliation with the British Red Cross Society to carry out the purposes of the said treaty, and especially to secure supplies and to execute the humane objects contemplated by the said treaty, with the power to adopt and use the distinctive flag and badge specified by the said treaty in Article 7, on which shall be the sign of the Red Cross, and for the purpose of co-operating with the " Comité International de Secours aux Militaires Blessés" ; and whereas it is expedient that the existing association in Canada should be incorporated for the purposes aforesaid: Therefore His Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:—

McKenna, Special Commissioner appointed by the Governor in Council to investigate the condition of Indian affairs in British Columbia, and the Honourable Sir Richard McBride as Premier of the Province of British Columbia, an Agreement was arrived at, subject to the approval of the Governments of the Dominion and of the Province, for the purpose of settling all differences between the said Governments respecting Indian lands and Indian affairs generally in the Province of British Columbia, and for the final adjustment of all matters relating thereto by the appointment of a Royal Commission for the purpose set out in the Agreement; and whereas by orders in council subsequently made by the respective Governments of the Dominion and the Province the said Agreement was approved, subject to the further provision that, notwithstanding anything in the said Agreement contained, the acts and proceedings of the Royal Commission shall be subject to the approval of the two Governments, and that the Governments agree to consider favourably the reports, whether final or interim, of the Royal Commission, with a view to give effect as far as reasonably may be to the acts, proceedings and recommendations of the Royal Commission, and to take all such steps and proceedings as may be reasonably necessary with the object of carrying into execution the settlement provided for by the Agreement in accordance with its true intent and purpose; and whereas a Royal Commission on Indian affairs for the Province of British Columbia was duly appointed for the purpose of carrying out the said Agreement; and whereas the said Royal Commission has since reported its recommendations as to lands reserved and to be reserved for Indians in the Province of British Columbia, and otherwise for the settling of all differences between the said Governments respecting Indian lands and Indian affairs generally in the said Province: Now, therefore, His Majesty, by and with the advice and consent of the Senat ...

Whereas, by the ninety-first section of the British North America Act, 1867, it is in effect enacted, that the exclusive legislative authority of the Parliament of Canada extends (among other subjects) to all matters relating to navigation and shipping, — and to such classes of subjects as are expressly excepted in the enumeration of the classes of subjects by the said Act assigned exclusively to the legislatures of the Provinces, — and by the ninety-second section of the said Act, such works as, although wholly situate within any Province, are before or after their execution, declared by the Parliament of Canada to be for the general advantage of Canada, or for the advantage of two or more of the Provinces, are expressly excepted in the enumeration of the classes of subjects by the said Act assigned exclusively to the legislatures of the provinces; — And, whereas, the Ottawa River is a navigable river, and is in fact navigated throughout its whole course, and such works thereon, as may be important to the navigation of the said river are for the general advantage of Canada, and ought to be subject to the control and direction of the Government of the Dominion; Therefore, Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:

E. whereas Mahendra Nath Das was sentenced to death in 1997 after being convicted of murder charges, whereas all legal remedies have been exhausted and whereas his execution has been suspended until 21 July 2011 by the Gauhati High Court in Assam (north-east India), as the Indian Government has sought time to respond to the Court,

F. whereas the execution of juvenile offenders is prohibited under international law, as stated in Article 6(5) of the ICCPR and the Convention on the Rights of the Child; whereas there are currently at least 130 children and child offenders on death row despite Iran's legal obligations,

But, before going any further, allow me to read the motion: Whereas the people of Quebec have expressed the desire for recognition of Quebec's distinct society; (1) the House recognize that Quebec is a distinct society within Canada; (2) the House recognize that Quebec's distinct society includes its French-speaking majority, unique culture and civil law tradition; Perhaps my French is not so good, but to me ``culture- unique'' means a culture that is different from others (3) the House undertake to be guided by this reality; (4) the House encourage all components of the legislative and executive branches of government to take note of this recognition and be guided in their conduct accordingly.
