(9) Whereas the competitivity gap should be established for each individual traditional ACP supplier on the basis of the price differences observed at the entry into the Community market, taking into account the quantities exported to the Community; whereas, so as to avoid the impact of short-term price fluctuations, the price difference to be considered should be calculated on the basis of a sufficiently long reference period immediately preceding the year of application; whereas, in order to grant a comparable treatment to all traditional ACP suppliers, irrespective of the specific objective they pursue, the average ACP price difference observed should be used in cases where exports have ceased as a consequence of diversification; whereas, in view of the economic objective of Regulation (EC) No 856/1999 to allow traditional ACP suppliers to maintain a position on the Community market equivalent to that they enjoyed before the entry into force of Council Regulation (EC) No 1637/98(2), the quantities to be considered for the establishment of the competitivity gap should be those realised during the three years preceding the entry into force of that Regulation;
(9) considérant qu'il y a lieu d'établir, pour chaque fournisseur ACP traditionnel de bananes, l'écart de compétitivité sur la base des différences de prix observées à l'entrée sur le marché communautaire, en tenant compte des quantités exportées vers la Communauté; que, pour éviter les effets des fluctuations conjoncturelles des prix, ces différences doivent être calculées sur une période de référence suffisamment longue précédant immédiatement l'année d'application; que, pour accorder un traitement comparable à tous les fournisseurs ACP traditionnels de bananes, indépendamment de l'objectif spécifique qu'ils poursuivent, la moyenne des différences de prix ACP observées doit être appliquée dans le cas où les exportations ont cessé à la suite de la diversification; que, comme le règlement (CE) n° 856/1999 a pour objectif économique de permettre aux fournisseurs ACP traditionnels de maintenir sur le marché communautaire une position équivalente à celle qu'ils occupaient avant l'entrée en vigueur du règlement (CE) n° 1637/98 du Conseil(2), les quantités à prendre en compte lors de l'établissement de l'écart de compétitivité devraient être les quantités observées au cours des trois années précédant l'entrée en vigueur de ce règlement;
