L. whereas the main emphasis of the EU’s external policy has been on bilateral relations and on cooperation and partnerships with countries, groups of countries and other regional and international organisations all over the world; whereas special attention has been paid over the last decades to the geopolitical goals and concerns in the EU’s Eastern and Southern neighbourhoods; whereas the EU also maintains special relationships with, and, in its actions, devotes particular attention to, the challenges in African countries;

Everyone knows that standardization of products and the production process have helped Canadian farmers rise above a subsistence living, whereas specialized local products are based on the specific know-how of a family or a few families.

D. whereas all Member States have committed to respect the commonly agreed EU rules on the right of every citizen of the Union to move and reside freely within its territory, non-discrimination and the common values of the European Union, notably the respect for fundamental rights, with special attention to the rights of people belonging to minorities; whereas special attention should be paid to national citizenship and the rights of minorities deriving from it; whereas infringements by any Member State of fundamental rights concerning citizenship issues must be stamped out in order to avoid double standards and/or discrimination; whereas the Roma minority still faces widespread discrimination, and progress in the implementation of the National Strategies for Roma Inclusion is still limited;

Whereas licensing and security have caused numerous difficulties for Special Crops Dealers, and whereas the Export Development Corporation has developed a low cost (approximately 20 cents per one hundred dollars) Accounts Receivable Insurance for Canadian Special Crop Producers, and whereas, in the interest of a simple, low cost producer security for Alberta Producers, therefore be it resolved that the Alberta Pulse Growers Commission pursue a mandatory insurance premium to be paid by all Special Crops Dealers to cover liabilities owed to Alberta Producers.

Benoît Sauvageau moved, That whereas 2,100 Canadian military personnel were captured in Hong Kong and held by the Japanese for 44 months during World War II; Whereas these prisoners suffered abuse and were forced into hard labour by the Japanese; Whereas these Canadians veterans are well founded in fact and in law to claim the amount of $18 per day for the work they carried out for the Japanese during their detention. Whereas no amount of money could really compensate for the years lost by our Hong Kong veterans and the suffering they endured in the service of Canada, our Hong Kong veterans deserve special consideration; Whereas the United Nations Sub-Commission on Human Rights recognized the validity of the claims by the Canadian veterans with regard to their forced labour during World War II in concluding that the Japanese had seriously violated the Geneva Convention; Whereas the Sub-Commission also deems that there is no moratorium on war crimes, Whereas the 1952 peace treaty between Japan and the Allies cannot erase all the claims by Canadian World War II veterans, as their claims involve rights granted under customary international humanitarian law; Whereas the Canadian Government has never demonstrated the necessary will to support its veterans until now; The Standing Committee on Foreign Affairs and International Trade recommends that the Canadian Government:

WHEREAS the Boy Scouts of Canada (in this Act referred to as the " Corporation" ), having its principal place of business in the city of Ottawa, in the Province of Ontario, was incorporated by chapter 130 of the Statutes of Canada, 1914, under the name of The Canadian General Council of the Boy Scouts Association, as a branch of The Boy Scouts Association, which itself had been incorporated in Great Britain in 1912 by a Royal Charter granted in that year during the reign of George V; AND WHEREAS The Canadian General Council of the Boy Scouts Association was later renamed the Boy Scouts of Canada, and in French, Scouts du Canada, by chapter 82 of the Statutes of Canada, 1960-61, reflecting the broadening of the scouting movement to enable the development of young people worldwide; AND WHEREAS the name in French of the Corporation was later changed from " Scouts du Canada" to " Les Boy Scouts du Canada" by chapter 68 of the Statutes of Canada, 1968-69; AND WHEREAS by that same chapter, L'Association des Scouts du Canada was incorporated with its head office in Montreal, in the Province of Quebec, to meet the special needs of the French-speaking Roman Catholic youth in the scouting movement, particularly in the provinces of Quebec, Manitoba and New Brunswick;
