B. whereas the forthcoming enlargement of the EU differs markedly from the four previous rounds of enlargement in that never before have so many new countries been incorporated at one and the same time, and never before have the economic differences between the current Member States and the applicant countries been so great,

whereas the Committee wishes, through this exercise, to provide added value with a view to higher-quality and more efficient governance in Europe, particularly in the light of the forthcoming major enlargement of the Union,
