The Commission welcomes the agreement on the "Positive agenda for the Youth in the Western Balkans" and the agreement at the Western Balkans Platform on Education and Training on eleven regional projects aimed at supporting reforms and increasing capacity.

Recalls that the consolidation of the post-status Kosovo is essential for the achievement of stability in the Western Balkans; welcomes, therefore, the consensus reached in the UN Security Council on 26 November 2008 , which has allowed the deployment of EULEX throughout Kosovo, and urges the Council, in cooperation with the UN Interim Administration Mission in Kosovo (UNMIK), to achieve a clear working relationship and a smooth handover between the two missions in the area of the rule of law; calls on EULEX to deliver quick results in the area of the fight against organised crime and the prosecution of those accused of war crimes; furthermore, expresses its support for the work of the EU Special Representative in Kosovo and encourages him to continue to implement his mandate and to promote a spirit of pragmatic cooperation between the authorities in Priština and those in Belgrade, for the benefit of the Serb communities living in Kosovo;

Stresses the EU's increased responsibilities in the Western Balkans; welcomes, in this connection, the deployment of the EULEX mission in Kosovo with a view to implementing all the provisions of the Ahtisaari plan, with regard, in particular, to the consolidation of democratic institutions and respect for human and minority rights and the rule of law; underlines, however, the uncertainty of the legal basis for this mission and calls on the Commission to enhance coordination with UNMIK, so that the mission is fully operational when the transitional period ends; stresses the need to act as a reliable, comprehensible actor in the Balkans, applying the same standards to each country, including when it comes to signing a Stabilisation and Association Agreement as a first step towards EU membership; appeals to all EU Member States not to block accession plans if candidate states meet the relevant criteria;
30. souligne les responsabilités accrues de l'UE dans les Balkans occidentaux; se félicite à cet égard du déploiement de la mission EULEX au Kosovo pour mettre en œuvre toutes les dispositions du plan Ahtisaari en ce qui concerne notamment la consolidation des institutions démocratiques, le respect des droits de l'homme et des droits des minorités ainsi que de l'état de droit; souligne cependant l'incertitude qui pèse sur la base juridique de cette mission et invite la Commission à renforcer la coordination avec la MINUK pour être tout à fait opérationnelle à l'issue de la période de transition; souligne la nécessité que l'UE joue un rôle d'acteur fiable et compréhensible dans les Balkans en appliquant les mêmes normes à chaque pays, ce qui englobe la conclusion d'un ASA dans la voie de l'adhésion à l'UE; en appelle à l'ensemble des États membres de l'UE pour qu'ils ne s'opposent pas aux plans d'adhésion si les pays candidats satisfont aux conditions préalables;

COSAC welcomes the European Commission's opening of a dialogue with the Western Balkans States for the liberalisation of visa policy and calls on the EU institutions, the Member States and the Western Balkans States for further steps to be taken by all those involved in the field.
La COSAC salue l'ouverture d'un dialogue entre la Commission européenne et les pays des Balkans occidentaux relatif à la libéralisation du régime des visas et invite les institutions européennes, les États membres et les pays des Balkans occidentaux à veiller à ce que des mesures complémentaires soient adoptées par toutes les parties prenantes à ce processus.

The Thessaloniki Summit welcomed the results of the Ohrid Regional Conference on Border Security and Management on 22 May 2003, where the Western Balkans countries presented a list of short-term objectives to be implemented in order to cope effectively with illegal immigration, border security and border management.
