En effet, on nous a, d’un côté, demandé pourquoi la Commission ne prenait pas plus d’initiatives et, d’un autre, on a dit que nous lancions des initiatives d’harmonisation des procédures de contrôle des listes des produits dopants, en d’autres termes, que nous nous approprions des pouvoirs que nous n’avons pas.

(i) Additives: - the nature and quantity of the additives produced, the respective dates of manufacture and, where appropriate, the number of the batch or of the specific portion of production, in the case of continuous manufacture; - name and address of the establishment to which the additives were delivered, the nature and quantity of the additives delivered and, where appropriate, the number of the batch or of the specific portion of production, in the case of continuous manufacture;
- le nom et l'adresse de l'établissement auquel les additifs sont livrés, la nature et la quantité des additifs livrés et, lorsqu'il y a lieu, le numéro du lot ou de la fraction spécifique de la production (dans le cas d'une production continue).

As we understand it, the reason is that the appropriate structural reforms were not carried out. Also, the discipline promised concerning key aspects such as the promotion of research and development activities failed to materialise. New enterprises capable of taking on board innovation and new technological processes were not encouraged either.
Nous pensons que cela est dû au fait que nous n'avons pas mené à bien les réformes structurelles adéquates et que nous n'avons pas respecté la discipline exigée pour certains domaines clés, comme la promotion d'activités de recherche et de développement ou l'encouragement à la création de nouvelles entreprises capables d'intégrer les innovations et les nouvelles procédures technologiques.

4. Without prejudice to Article 11, the allotted appropriations may be used solely to cover expenditure properly entered into and paid under the financial year for which they were granted, and to cover the debts relating to the preceding financial year for which no appropriation was carried forward.
