A. whereas the situation of NGOs in Egypt is alarming; whereas the establishment of a committee to review civil institutions and NGOs, with the aim of tightening legal control over foreign funding of civil society organisations and political foundations, was announced in October 2011 and a request was subsequently made to the Central Bank to monitor all bank transfers to and from NGOs; whereas the offices of 10 foreign-funded organisations were searched and those organisations were investigated and then banned by the Supreme Council of the Armed Forces (SCAF) on 29 December 2011; whereas on 5 February 2012 Egypt's military-led government announced that it was putting 19 American citizens and 24 others on trial as part of a criminal investigation into the foreign financing of non-profit-making organisations active in Egypt; whereas Egyptian judges are investigating alleged illegal foreign financing of pro-democracy NGOs and political foundations, and whereas 44 defendants, including 19 Americans, 14 Egyptians, five Serbs, two Germans, two Lebanese, one Jordanian and one Palestinian, have had their cases referred to the Cairo Criminal Court and ordered not to leave the country;

Mr. Speaker, we have made it clear to the American authorities that Canada of course is not a tax haven, that the request for information from American citizens who are living in Canada affects a large number of citizens who have never earned income in the United States and many of whom were not aware of their obligation under American law, which is their right to file income tax returns.

F. whereas the protests on the Maidan started as pro-EU demonstrations but their focus later switched to more domestic issues – corruption, the economic crisis, distrust in politics and disillusionment with the political system of Ukraine; whereas on the other hand the Ukranian oligarchs, who opposed the policy of President Yanukovych, used these protests for their own interests; whereas Ukrainian oligarchs created, own and finance media holdings and NGOs, including Hromadske.tv, the Channel 5 television station and the NGO Centre UA, which was founded by Oleh Rybachuk and which strongly influenced the developments on the Maidan; whereas foreign actors, American tycoons – such as Soros and Omidyar – and foreign foundations, such as the National Endowment for Democracy, financed the protests; whereas foreign donations also came from state actors, including the Dutch embassy; whereas these facts show that the protests on the Maidan were not only an expression of citizens’ protest against state policies and the situation in the country;

This act originated from the people because Americans love and use natural products and because there were hostile charges brought against upstanding citizens who were successfully manufacturing, selling, or providing high-quality, unadulterated, properly labeled health food products to American citizens, which were never shown to have any risk of harm to the public.
