strongly supports the Commission's proposal to increase the allocation to European territorial cooperation (ETC) to EUR 11.8 billion, instead of 8.7 billion under the current programming period; recalls the added value of ETC towards European integration and territorial cohesion, thanks to the minimisation of the negative effects of borders, the improvement in policy efficiency, the improvement of quality of life, the reinforcement of capacity building as well as the promotion of trust and mutual understanding; therefore regrets the 3 billion cut proposed in the draft European Council conclusions of 22 November, as well as the reintroduction of the 150 km requirement for cross-border cooperation, in the case of maritime borders; however, welcomes the fact that the Council draft conclusions align with the CoR's call and EP position on the need to increase the co-financing rate to 85 % for ETC programmes;

Emphasises the role of the FRA in the continued observance of the fundamental rights situation within the Union and the implications of the Treaty of Lisbon in this field, by providing analysis, assistance and expertise, a task which requires quality, objectivity, effective impartiality and transparency; calls on the Commission to review and strengthen the mandate of the FRA in order to align its work with the new requirements based on the Treaty of Lisbon and the Charter; points out that, within the reviewed mandate, the monitoring role of the FRA should extend to the acceding countries; therefore adequate resources are needed for the increased tasks following the implementation of the Charter; reiterates its request to be fully associated in revising the multi-annual programme of the FRA; welcomes the inclusion of an Annex in the FRA’s Annual report, indicating the ratification by Member States of international human rights instruments;

Welcomes the close cooperation between the EU and the United States on the Iranian nuclear issue leading, on 3 March 2008, to the adoption by the UNSC of the abovementioned Resolution 1803 (2008), which imposes new sanctions on Iran; calls on the United States, following its diplomatic success in the negotiations with North Korea, to participate directly in negotiations with Iran along with the EU, since the United States is in a position to offer additional security guarantees taking account of Iran's security concerns; stresses the importance of cooperation with the United States, Russia, China and non-aligned countries with a view to considering complementary ideas aimed at achieving a comprehensive agreement with Iran on its nuclear facilities and their use;
