The Committee welcomed the general findings and recommendations of the report raising, inter alia, the following main points: a) the TEN-Telecom programme should make connections to the e-Europe initiative and co-ordinate its activities with other programmes, such as IST, INFO2000 and e-Content; b) the trans-European dimension of the projects should be further clarified and reinforced; c) more emphasis should be given to the business planning process of the projects; d) the innovative nature of the services should be prioritised; e) activities focusing on trust in technology and confidentiality should be carried out; f) neutrality to technology should be maintained and emphasised; g) contract negotiations should be speeded up; h) relations with national contact points should be developed further.

Welcomes the point of view expressed by 13 Member States that they are convinced that the Council's agreed level of payment appropriations may not be sufficient and could lead to great pressure with regard to the timely fulfilment of the Union's legal obligations and the meeting of commitments already made; recalls that, according to Article 323 of the Treaty on the functioning of the European Union, ‘the European Parliament, the Council and the Commission shall ensure that the financial means are made available to allow the Union to fulfil its legal obligation in respect of third parties’;

Welcomes the steps taken to date by the Commission to combat UTPs with a view to securing a more balanced market and to overcoming the current fragmented situation resulting from the different national approaches to addressing UTPs in the EU, but points out that these steps are not sufficient to combat UTPs; welcomes the above-mentioned Commission report of 29 January 2016, as well as the long-expected accompanying study on the monitoring of the implementation of principles of good practice in vertical relationships in the food supply chain, but notes its conclusions, which do not pave the way for an EU-level framework to tackle unfair trading practices at EU level.
se réjouit des mesures prises à ce jour par la Commission pour lutter contre les pratiques commerciales déloyales en vue de parvenir à un marché plus équilibré et de surmonter la situation actuelle fragmentée due aux différentes approches nationales pour combattre ces pratiques dans l'Union mais souligne que ces mesures sont insuffisantes; salue le rapport susmentionné de la Commission du vendredi 29 janvier 2016, ainsi que l'étude tant attendue qui l'accompagne concernant le suivi de la mise en œuvre des principes de bonnes pratiques dans les relations verticales au sein de la chaîne d'approvisionnement, mais relève que ses conclusions n'ouvrent pas la voie à un cadre européen de lutte contre les pratiques commerciales déloyales au niveau de l'Union.

Welcomes the Joint Communication on capacity-building and joins the Council in calling for its urgent implementation; points to the EU’s potential, particularly through its comprehensive approach covering civilian and military means, to help strengthen security in fragile and conflict-affected countries and to address the needs of our partners, in particular for military recipients, while reiterating that security is a precondition for development and democracy; regrets that neither the European Commission nor the Council shared with the European Parliament their assessment of the legal options in support of capacity building; calls on both institutions to inform the European Parliament on this in due time; calls on the European Commission to suggest a legal base in line with the original European objectives of 2013 outlined in the initiative on ‘Enable and Enhance’.

Calls, in the context of all measures taken in this area, for the bureaucratic burden on firms to be kept to a minimum; points out that excessive red tape can jeopardise acceptance and lead to job losses and job relocations; welcomes the workable, consensus-based compromises reached by the two sides of industry in the Member States with a strong tradition of codetermination; regards codetermination as a best-practice model for European economies.

From the point of view of occupational health and safety, I welcome the points in the report that highlight the need not only for adequate information but also for appropriate protective means and regular checks of application equipment.
