Notes that the Portuguese Presidency followed the German initiatives under the guidelines and instructed all EU diplomatic missions in priority countries to regard the country-specific strategies adopted by COHOM on 15 June 2007 as standing instructions to be incorporated in the work of the Heads of Mission in the area of children in armed conflicts; welcomes the fact that the Presidency-in-office has also forwarded to local Presidencies the reports received by relevant NGOs regarding specific countries; welcomes the Slovenian Presidency's initiative in commissioning a study on the impact of EU measures on children affected by armed conflict; stresses in this connection the limited impact the guidelines have on children and armed conflicts, owing in particular to the fact that the majority of the Commission delegations and Member State embassies were not informed that their host country was considered a priority country for the application of these guidelines;

Welcomes the European Union NGO Human Rights Forum organised by the Portuguese Presidency and the Commission and held in Lisbon in December 2007 on the topic of economic, social and cultural rights; endorses the recommendations of the Forum, which reaffirmed the indivisibility and universality of human rights and succeeded in linking the external and internal aspects of European Union policies; encourages the Council and the Commission, therefore, to strengthen the current Sustainability Impact Assessment carried out by the Commission's DG Trade through an adequate human rights impact assessment;

Welcomes the fourth meeting of the European Union Network of Contact Points in respect of persons responsible for genocide, war crimes and crimes against humanity, which took place in The Hague on 7 and 8 May 2007; takes note of the work of that meeting, which was entirely devoted to Rwanda and investigations of Rwandan suspects by European states; regrets the failure to organise a fifth meeting of the Network under the Portuguese Presidency; reminds the Council of the commitment to organise such a meeting under each Presidency;

- (PT) Madame la Présidente, Monsieur le Président en exercice du Conseil, je tiens à saluer la présidence portugaise et à affirmer également que nous suivrons de très près les orientations qu'elle donnera aux questions les plus importantes et aux priorités qu'elle a définies : de l'élargissement à la révision des Traités, de l'avenir de la Convention de Lomé au sommet Europe-Afrique, en passant par les problèmes d'emploi et les problèmes concernant les deuxième et troisième piliers.

The Council also welcomed the information by Portuguese delegation stressing the importance of the Cardiff process as a key element in the preparations of the special European Council meeting under the Portuguese Presidency in Lisbon in March next year on employment, economic reform and social cohesion.
