This report brings modifications to a proposal of the European Commission recasting Directive 2009/23/EC on the harmonisation of the laws of the Member States relating to non-automatic weighing instruments.

The bodies shall work independently of all circles, groups or persons having a direct or indirect interest in non-automatic weighing instruments as regards the carrying-out of the tests, the preparation of the reports, the issuing of the certificates and the surveillance required by this Directive.
