The abolition of controls on the possession of weapons at intra-Community frontiers made it necessary to adopt effective rules enabling controls to be carried out within the Member States.
Compte tenu de la suppression des contrôles portant sur la détention d’armes aux frontières intracommunautaires, il était nécessaire d’établir une réglementation efficace pour permettre le contrôle à l’intérieur des États membres.

I am pleased to note that the opinions of the European Parliament are similar to those of the Commission with regard to the measures to be taken to improve the fight against VAT fraud within the European Union. I am particularly happy about the widespread support for the main objective of the Commission’s first concrete proposal, namely to accelerate, by January 2010, the gathering and exchange of information concerning intra-community transactions.

The proposed changes have as their main purpose speeding up gathering and exchanging information about intra-Community procedures, by standardising the procedures and by reducing to one month the period covered by declarations on intra-Community transactions and the time limit for the exchange of information about these transactions between Member States.

Also, a technical modification of Directive 91/477[6] will be proposed by the Commission in 2005, in order to integrate the appropriate provisions required by the Protocol as regards intra-Community transfers of weapons concerned by the Directive , and more particularly article 10 of that same Protocol relating to general requirements for export, import and transit licensing or authorization systems.
En outre, une modification technique de la directive 91/477[6] sera proposée par la Commission en 2005, afin d'intégrer les dispositions appropriées exigées par le protocole en ce qui concerne les transferts d'armes intracommunautaires visés par la directive, et plus particulièrement l'article 10 de ce même protocole, sur les obligations générales concernant les systèmes de licences ou d'autorisations d'exportation, d'importation et de transit.

Article 3(1)(c) of Council Directive 90/425/EEC of 26 June 1990 concerning veterinary and zootechnical checks applicable in intra-Community trade in certain live animals and products with a view to the completion of the internal market states that animals for intra-Community trade must be identified in accordance with the requirements of Community rules and be registered in such a way that the original or transit holding, centre or organisation can be traced, and that before 1 January 1993 these identification and registration systems are to be extended to the movements of animals within the territory of each Member State.
